What does this MR do and why?

Updates missing documentation for the 3 main feature flags currently used for Value streams dashboard:

  • group_analytics_dashboards - enables the group dashboard listing
  • group_analytics_dashboard_dynamic_vsd - toggles between the built-in dashboard and analytics dashboard at the group level
  • project_analytics_dashboard_dynamic_vsd - enables the project level VSD analytics dashboard
