Draft: Swap block call order in MultiStore for pipelines

What does this MR do and why?

This MR swaps the call order of the block for pipelines when using MultiStore.

By running the block for the non-default store (the migration target), we ensure that the last variable assignment occurs for the default store and right value is assigned.

This is corrective action for gitlab-com/gl-infra/production#17167 (comment 1663102933)
