Restructure CI/CD Components doc

What does this MR do and why?

• Related to Merge CI components and catalog docs (#430848 - closed)

This is almost a complete rewrite of the CI/CD Components and Catalog docs:

• Merge CI/CD Catalog page into the CI/CD Components doc to ensure all the information is self contained.
• Simplified the docs to make them more concise.
• Correct the steps of the development workflow.
• Clarify differences between release and publishing components.
• Replace components repository term with component project.

Screenshots or screen recordings

Screenshots are required for UI changes, and strongly recommended for all other merge requests.
