Change SAML group lock self-managed to work on group sync and group SAML

This MR changes the behavior of SAML group lock self-managed to allow the lock to be available when both SAML group sync and Group SAML are enabled in the configuration.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

Configure GDK with SAML, make sure to configure saml group sync. Previously the SAML Global Group membership lock menu will not show up unless Group SAML for SSO was configured
