Disable ff exclude_protected_variables by default

This MR is a part of [Feature flag] Rollout of exclude_protected_variables_from_multi_project_pipeline_triggers - https://gitlab.com/gitlab-org/gitlab/-/issues/431266

As the main issue was reconsidered as breaking change and this FF was manually disabled, we have to make it disabled by default until %17.0 where the breaking change would be introduced
