Update trigger-buid to populate the correct TRIGGER_BRANCH value

Update trigger-build to correctly parse TRIGGER_BRANCH for stable branches and for MR targeting stable branches.

This change was tested in https://gitlab.com/gitlab-org/gitlab/-/jobs/5579541673#L83 and also via rspec
