Increase batch size in CiFinishedBuildsSyncService

What does this MR do and why?

This MR increases the batch size in CiFinishedBuildsSyncService, to see if it has any impact in the duplicates described in #428146 (closed). We're currently seeing a rate of 0.2% of duplicates (1/500). The goal with this change is to see if that rate goes to 1/1000. If so, this will give us something to go on in the investigation.
