Update stale new_static_page_spec E2E

What does this MR do and why?

Update stale new_static_page_spec E2E now that show_pages_in_deployments_menu feature flag is removed and navigation to Pages changed (#373561 (closed)). The test however will have to remain in quarantine as there is a new error on the actual page assessment (https://gitlab.com/gitlab-org/gitlab/-/jobs/5678862916) that needs to be investigated separately.
