Clean up product_analytics_usage_quota feature flag
What does this MR do and why?
Cleans up product_analytics_usage_quota now that the flag is globally enabled.
Note that product analytics is an experimental feature behind default-off feature flags.

How to set up and validate locally
- Requires GitLab Ultimate.
- Follow these instructions to set up Product Analytics in your GDK.
- Enable product analytics
- Visit a group -> Settings -> Usage Quota
- Verify product analytics usage quota tab is displayed, regardless of feature flag being enabled or not
