Improve SM experience when repository_size_limit is set

What does this MR do and why?

This implements https://gitlab.com/gitlab-org/gitlab/-/issues/428524

There are 2 changes here:

1. We amend the project limits message under "Namespace Overview", adding "...applied to repository and LFS objects."
2. Add different links set to the "How are limits applied?" question:
   • Limits link for SaaS: https://docs.gitlab.com/ee/user/usage_quotas.html#project-storage-limit
   • Limits link for SM: https://docs.gitlab.com/ee/administration/settings/account_and_limit_settings.html#repository-size-limit
