Add Dependency List app component

What does this MR do?

This adds the root component of Dependency List MVC. It's one of a handful of MRs that will make up the frontend portion of the feature.

This MR must be merged after !13674 (merged), !13670 (merged), !13671 (merged) and !13679 (merged) have all been merged, since this builds/depends on those.

This should satisfy the relevant requirements listed in #10075 (closed), #11059 (closed) and #11397 (closed).
