  • Introduce a entry for rendering extra info for dashboard project empty state.

In this MR we completely copied&pasted the template over to jh/ in order to introduce this partial.

This MR will allow us to remove the added 2 parent partials and add the only partial we needed to render the extra info we needed to show to our clients. It will not have any potential impact on the FOSS/EE side. This simply allows us from branching the code from the upstream.
