Change OmniAuth MS attributes feature flag to ENV var

What does this MR do and why?

Feature flag was introduced by !135770 (merged), and caused problems with E2E tests because of a feature flag in the initializer. This changes feature flag to ENV var per our docs at https://docs.gitlab.com/ee/development/feature_flags/#backend.
