Frontend: Change Pipeline editor link to Global Catalog

What does this MR do and why?

Related to #429282 (closed)

We need to update the CI/CD Catalog URL in the pipeline editor to navigate to the public catalog instead of the namespace catalog.

How to set up and validate locally

1. Navigate to Pipeline Editor
2. In the editor header, click "Browse CI/CD Catalog"
3. You should be directed to /explore/catalog
