Add details about long push rules issue (migration 20230830084959)
What does this MR do and why?
In GitLab 16.4 we have introduction a limitation to the length of push rules. From the docs, it is not very clear how to find the problematic push rules. This MR adds a script to find them and associate with projects/groups.
