Clarify how to set up Praefect service discovery using Consul

What does this MR do and why?

Configuring service discovery with Consul is currently a more complex affair than is currently documented because of omnibus-gitlab#8321. This MR adds the additional steps needed and also clarifies how to use the built-in Consul DNS server compared to the customer bringing their own.
