What does this MR do and why?

Migrates the Enable for this project button for project runners to be a Pajamas button.

How to set up and validate locally

• Go to a project and add a project runner in settings>CI/CD>runners
• Share the runner with 1 project that is underneath the same group
• Impersonate that group's maintainer
• Go to the group
• Create a new project
• Go to settings>CI/CD>runners
• Disable the runner for the project
• See the enable for this project button appear
