Remove OpenAi for explain code feature

What does this MR do and why?

Issue: https://gitlab.com/gitlab-org/gitlab/-/issues/430216

This removes the OpenAi version for the explain code feature. It was already no longer used in production as we have enabled Vertex in production.

This change is also done as we remove the legal warning in the UI: !136040 (merged)
