What does this MR do and why?
Some customers are experiencing verification failures because some groups are missing a wiki repository. This MR initializes an empty repo if it is not already there to allow it to be checksummed. For more context, see #426571 (closed). The same fix has been applied to project wiki repositories, and design repositories.
