What does this MR do and why?

Bump asdf-bootstrapped-verify version to match 16.5 https://gitlab.com/gitlab-org/gitlab/-/blob/16-5-stable-ee/qa/gdk/Dockerfile.gdk#L1 on the 16.4 version to prevent the build-gdk-image error https://gitlab.com/gitlab-org/gitlab/-/jobs/5430463898
