Set `default_enabled` to `true` for enterprise_users_automatic_claim FF
What does this MR do and why?

The rollout of this feature will be considered complete only after the FF has been enabled at 100% for 7 days

Feature flag enterprise_users_automatic_claim has been set to 100% of actors on gprd since Oct 20, 2023, 13:20 UTC. As of today, It has been enabled 100% for more than 7 days.
It seems stable and hasn't caused any issues for users or .com infrastructure. After discussion with @adil.farrukh we decided to remove the FF in %16.7. However, we want to release this feature in %16.6. For that, we need to set the FF's default_enabled option to true, see gitlab-com/www-gitlab-com!126694 (merged)
