Add initial implementation details for accessible new diffs

What does this MR do and why?

Here's the initial input for accessibility in new diffs. I added a proposed HTML structure with links to resources on how to implement it correctly. I also addressed translating visual indicators to assistive technology. I kept it short for now, just to have a start. More specific information will follow 🙂
