Reference commits API within protected branches documentation

What does this MR do?

This adds a line mentioning the Commits API to the protected branches documentation. Since this API endpoint can modify a branch (create commits, change pipeline status', etc), protected branches impact who can utilize this API endpoint.

Stemmed from this customer ticket (internal use).

Reviewer's checklist

Documentation-related MRs should be reviewed by a Technical Writer for a non-blocking review, based on Documentation Guidelines and the Style Guide.

• If the content requires it, ensure the information is reviewed by a subject matter expert.
