We added a banner to get feedback about the new registration method. This change removes after gathering feedback for 3 milestones.

How to set up and validate locally
- Visit Admin -> Runners
- Select "New instance runner" (e.g. http://gdk.test:3000/admin/runners/new)
- Confirm the feedback banner is not present
The same change happens in groups and project:
- Example URL: http://gdk.test:3000/groups/top-group/-/runners/new
- Example URL: http://gdk.test:3000/top-group/top-project/-/runners/new
