Update dependency rouge to '~> 4.2.0'

What does this MR do and why?

Bump rouge dependency from 4.1.3 to 4.2.0. This release introduce 2 new levers: Code Owners and Svelte. In addition, we have also made some improvements across BPF, Dart, Elixir, Groovy, Python and Xoji lexer.
