What does this MR do and why?

Allows an administrator to specify specific images for Remote Development Workspace initcontainers via ENV variables.

Implements this as ENV variables as per this conversation: !125358 (comment 1469663627)

This allows an MVC approach, future iterations should have a more complete way of specifying these images
