Remove `check_multiple_pipelines_for_security_reports` feature flag

Mehmet Emin INAC requested to merge minac_428033_remove_check_multiple_pipelines_for_security_reports_ff into master

After removing this feature flag, we will always check the most recent 10 pipelines to find one with security reports to use as the comparison base pipeline for the "MR security widget".
