Deprecate RedisHLL and Redis tracking classes

What does this MR do and why?
With the Gitlab Internal Events Tracking we are aiming to create a replacement for the disparate Redis, RedisHLL and Snowplow metrics instrumentation we offer.
This MR adds deprecation notice to the according classes (documentation was removed in another MR, this MR only adds deprecation headers to the classes).

Screenshots are required for UI changes, and strongly recommended for all other merge requests.
