What does this MR do and why?

Architectural Blueprint for Istio.

This MR proposes to use Istio Gateways as a dynamic ingress in Kubernetes, replacing HAProxy. Istio Gateways are managed by the Istio control plane, which provides traffic management, policy enforcement, and telemetry collection.
