Move some projects table to gitlab_main_cell schema

What does this MR do and why?

This MR moves 11 tables associated with projects to gitlab_main_cell schema, as projects are supposed to be cell-local data. projects table itself is already cell-local.

None of the specs failed after making this change, so ut turns out that no cross-join queries, cross foreign keys or transactions exist between these tables and any tables currently on the gitlab_main_clusterwide schema.
