Jira App - improve setup instructions for self managed instances
What does this MR do and why?
The Jira app is being updated to improve the setup instructions for self-managed GitLab instances. The old instructions only provided a single link to the OAuth self-managed documentation. The new instructions provide a more detailed, step-by-step guide to setting up the Jira app on a self-managed GitLab instance. The new instructions also include links to the prerequisites and set up instance documentation.
The landing page is being updated with 3 new checkbox fields that each link to corresponding documentation.
note Users will need to check all 3 boxes before the "Next" button becomes enabled.
