Apollo boards - Migrate card multi select feature flag to apollo

Migrate :board_multi_select FF to use Apollo instead of VueX

This feature is defaulted off.

How to set up and validate locally

  1. Turn on :board_multi_select feature flag
  2. Visit a board
  3. Ctrl + click on board cards and validate that they get highlighted
  4. Selecting a card without Ctrl being pressed resets selected items
