Removes badge introduced in !131686 (merged)
This change removes the "Experiment" badge from the Silent Mode settings as the feature is now considered GA.

How to set up and validate locally
- Go to Admin > Settings > General
- Find the Silent mode panel
- Ensure Experiment badge is not there
