Remove `branch_dropdown_filter.vue` component

What does this MR do and why?
This removes a stale component from the repository. This was added in !85799 (merged) but hasn't been used yet.
I noticed that it's an un-used component while working for #418038 (closed) migration, hence trying to remove it. We can always add it back when required.
