Update rails Empty State component

What does this MR do and why?

In this MR I updated the Empty State ruby component because the Pajamas component was changed -> gitlab-ui!3678 (merged)

These changes won't affect many UI because the component was used just on Project page 😅

• Added gl-empty-state-content class to a content to limit the line length
• Changed spacings
• Removed gl-align-items-center
