Add custom feature category for QA related gems

What does this MR do and why?

Closes #427191

Having a custom category for the Quality department would be useful for defining the ownership of QA-related gems.

This MR:

  • Extends to have a feature category for the Quality department.
  • Categorizes QA-related gems under the custom-defined feature category.
