Remove issuable features moved popover
What does this MR do and why?
Removes popover introduced in Move issue/epic/incident sidebar items into act... (!118763 - merged)
Why?
- Notifications are going to be moved to a more prominent location
- Anecdotal internal evidence suggests the popover did not work as intended (users still couldn't find the notification toggle)
