Replace issue_imports with instrumentation classes

What does this MR do and why?

Related to #421502 (closed).

This adds instrumentation classes for *.issue_imports.jira and *.issue_imports.csv metrics and removes them from Gitlab::UsageData, which is a legacy way of including them in a Service Ping payload.
