Update copy on welcome page during free registration

What does this MR do and why?

We have the opportunity to add clarity on this page to ensure users are making the right choice that directs them to the right path.

To start we will be updating the copy under Create a new project to add clarity that selecting this option will create a new project. The current copy isn't clear that this is what will happen.
