Draft: Support Group Integrations via API

What does this MR do and why?

This MR seeks to provide via API the same functionality that is available via the GitLab UI regarding the provisioning of third party integrations at a group level. This is already available at the project level, but a number of customers desire the ability to maintain these integrations at a higher organizational level so that every new sub-group or project does not have to be updated with these integrations. The intention is that this MR will address the needs expressed in #328496.

I will fill this out once I get further into the development effort.
