Simplify Service Ping download options

What does this MR do and why?

Historically we had to options to check ServicePing payload: on Metrics and Profiling page and on dedicated Service Usage Data.

Service Usage Data page was indented to be a config page for SericePing payload, but this feature will not be implemented and we decided to remove the page completely and move Preview and Download buttons to the Metrics page
