Update refresh_interval documentation

What does this MR do and why?

This MR removes recommendation to set refresh_interval to -1 since if applied incorrectly, it can completely disrupt indexing. For example, if enabled for gitlab-production-migrations before the index is populated.

Instead, we suggest increasing the refresh_interval.
