Move GitLab for Jira Cloud app administration to own page
What does this MR do and why?
This MR moves all self-managed information from GitLab for Jira Cloud app to a separate page. The new page contains information about administering the GitLab for Jira Cloud app for self-managed instances. This is similar to what we have for the GitLab for Slack app:

Screenshots are required for UI changes, and strongly recommended for all other merge requests.
