What does this MR do and why?

Updates the GDK version in the QA Dockerfile so that it includes gitlab-development-kit!3263 (merged) and no longer fails to build as in !127178 (merged)

Set QA_RUN_TESTS_ON_GDK=true in https://gitlab.com/gitlab-org/gitlab/-/settings/ci_cd after this is merged.
