Remove LOAD_BALANCER_PARALLEL_DISCONNECT environment variable

What does this MR do and why?

The LOAD_BALANCER_PARALLEL_DISCONNECT environment variable was successfully tested in production (gitlab-com/gl-infra/production#16308 (comment 1546462494)). Remove the option and make parallel disconnect the default.
