Add feature flag project_tool_filter_with_scanner_name

What does this MR do and why?

This MR introduces the FF to kick off the feature of regrouping the project tool filter with the scanner name

Only the the project vulnerability report will have this feature flag:

Project ✅	Group ❌	Instance ❌

How to set up and validate locally

You'll need an EE license & runners set up.

1. Import security-reports
2. Run a pipeline on master branch
3. Visit the project vulnerability page
4. Open the dev tools and type gon.features and you should see the FF available
