What does this MR do and why?
Existing instructions offer 3 reasons for the connectivity error when activating subscriptions. The first suggestion should be to ensure the instance connectivity I have changed the order of the suggested fixes so the first suggestion is to confirm connectivity to gitlab servers and not be tempted to take the easier route and contact sales for an exemption.
