What does this MR do and why?
As discussed here this setting does not do anything for SaaS. As such, we no longer need this setting in-product.
Note from @dstull : I think we have confirmed newsletter_segment isn't used anymore and we should drop it from our trial submissions.

How to set up and validate locally
- Sign in. Visit Profile settings -> Notifications.
- Sign out. Start new registration till welcome page.
