Cleanup the linear query feature flags

What does this MR do and why?

Remove the feature flags compare_project_authorization_linear_cte and linear_project_authorization as we failed to gain siginifcant benefit from doing so. More details in https://gitlab.com/gitlab-org/gitlab/-/issues/416380
