What does this MR do and why?
This is a follow-up to Update job sidebar UI (!130220 - merged) and needs to wait until that MR is merged.
Sidebar adjustments:
- Move labels above it's content
- Fix color of help icon
- Tighten up related jobs
- Add label for related jobs
- Remove CSS code
